JAKARTA, JurnalPost.com – The specialized assignment challenges faced by personnel of the Indonesian National Police (Polri) demand not only professional competence but also robust mental and psychological resilience. This is especially true for officers carrying out specialized assignments (Gassus) across various ministries, state institutions, and international missions.
Cultural differences, dynamic work environments, extreme climates, and potential conflict zones are among the challenges that can impact the psychological well-being of personnel during their service.
Addressing these conditions, Fransisca Susi Tresnawati, S.Psi., M.Psi., a psychologist and participant in the National Leadership Training Level II (Serdik PKN II), has initiated an innovation titled Integrated Precision Counseling (KPT).
This innovation is part of a change project aimed at strengthening the governance of psychological counseling services for Gassus personnel, particularly through the utilization of digital technology.
Through KPT, psychological support is expected to extend beyond the preparation and post-assignment phases, becoming accessible continuously while personnel are actively deployed.
Addressing Limitations in Field Psychological Services
Historically, psychological support for personnel on specialized assignments has been limited to face-to-face meetings before departure, or pre-assignment , and after completing duties through debriefing.
However, psychological pressure often emerges while personnel are at their deployment sites, particularly when facing unexpected situations, adaptation difficulties, or high workloads.
This situation is further complicated by the fact that the number of police psychologists must serve the needs of personnel scattered across various regions in Indonesia and abroad.
Limitations in distance, time, and access to professionals are key reasons for developing more flexible counseling services.
Through the KPT change project, Fransisca Susi seeks to introduce a new approach that allows personnel to receive psychological support without needing to visit a service facility in person.
A primary component of this innovation is the development of an online counseling channel designed to connect Gassus personnel with counselors or psychologists more easily.
With this approach, personnel are expected to obtain assistance when facing issues related to adaptation, work pressure, or other psychological concerns while on duty.
Continuous Counseling with Guaranteed Confidentiality
Integrated Precision Counseling adopts a concept of psychological support across three main stages: pre-deployment, during the assignment, and post-assignment.
This approach is designed to ensure that psychological guidance for personnel is continuous rather than limited to specific timeframes.
Through the online counseling system, services can be provided in periodic sessions or on an on-demand basis when personnel require assistance.
A major focus in the development of KPT is the protection of privacy and the confidentiality of personal information.
The system is designed with the principle of confidentiality by design, placing the protection of confidentiality as a core element of the service architecture from the initial development phase.
Personal data and the content of individual counseling sessions are planned to be kept separate from organizational administration. This mechanism is intended to provide personnel with a sense of security when disclosing personal issues.
The aspect of confidentiality is considered vital because counseling services require a relationship of mutual trust between personnel and psychological staff.
With adequate information protection, personnel are expected to be more open to accessing psychological help without fear of their personal data being misused.
Phased Development to the Regional Police Level
The development of Integrated Precision Counseling is planned to occur in phases so that the system can be adapted to organizational needs and field conditions.
In the short term, this change project focuses on drafting standard operating procedures (SOPs), developing and validating counseling modules, and testing prototypes of forms and digital services within the National Police Headquarters.
These initial stages serve as the foundation for ensuring the readiness of service mechanisms, support standards, and information confidentiality protections.
Meanwhile, in the medium term, the program's development will be directed toward increasing the capacity of counselors and expanding service coverage to various work units.
The development of a digital platform is also part of the follow-up plan to ensure that counseling services are integrated and increasingly accessible to personnel in need.
In the long term, KPT is targeted to become part of the psychological guidance system supported by official regulations within the National Police.
With such policy support, the service is expected to be expanded to the Regional Police (Polda) level throughout Indonesia.
Boosting Mental Resilience and Professionalism of Police Personnel
The Integrated Precision Counseling concept is not only oriented toward technology-based service development but also toward strengthening the quality of human resources within the National Police.
Mental health is a critical aspect in supporting personnel readiness, especially for those carrying out duties with high levels of pressure and responsibility.
Personnel who receive adequate psychological support are expected to adapt better, maintain emotional stability, and uphold professionalism while performing state duties.
The innovation initiated by Fransisca Susi is also considered aligned with the direction of human resource development and technology-based governance transformation, as outlined in the government's Asta Cita agenda.
Through the development of KPT, psychological counseling services within the National Police are expected to become increasingly adaptive to the needs of personnel on specialized assignments, both domestically and internationally.
Ultimately, the success of this innovation will depend on the readiness of counselors, the security of the digital system, organizational policy support, and ease of access for all personnel requiring services.
With the concept of supporting personnel before, during, and after their assignments, KPT is expected to be a concrete step in strengthening the mental resilience and professionalism of National Police personnel.
