JAKARTA, JurnalPost.com — The Jakarta Youth Coalition is urging the Jakarta Provincial Government to evaluate the selection process for members of the Jakarta City Transport Council (DTKJ) for the 2026–2029 term. The demand follows the organization's questioning of the alleged political affiliation of Ahmad Rijal, who currently serves as the Secretary of the DTKJ.

Chairman of the Jakarta Youth Coalition, Deres, has requested that Jakarta Governor Pramono Anung ensure all DTKJ members meet the applicable requirements, particularly the provisions regarding independence from political parties.

According to Deres, a transparent selection process is necessary to prevent public doubt regarding the independence of an institution that plays a key role in providing recommendations for Jakarta's transport policies.

“Jakarta Governor, Mr. Pramono Anung, must ensure that all members of the Jakarta City Transport Council meet the applicable requirements and provisions,” Deres stated on Wednesday (14/10/2026).

Deres believes the alleged political affiliation needs to be examined objectively. He has requested that the Jakarta Provincial Government verify administrative documents, organizational membership status, and the selection process that has already taken place.

Highlighting DTKJ Member Independence Provisions

The issue raised by the Jakarta Youth Coalition relates to provisions in Jakarta Governor Regulation Number 265 of 2015 concerning the Organization and Work Procedures of the City Transport Council.

Article 14 letter h of the regulation stipulates that the Chair, Vice Chair, Secretary, Commission Chairs, and commission members may not be officials and/or members of political parties or social organizations affiliated with specific political parties.

Meanwhile, Article 18 paragraph (5) letter k mandates administrative requirements in the form of a statement letter declaring that the individual does not serve as a core official or executive board member of a political party and/or social organization affiliated with a political party.

Deres emphasized that these provisions must be a priority for the government in ensuring that all DTKJ members perform their duties independently.

He also urged the government not to ignore issues that could potentially affect public trust in the institution.

“If proven to be in violation, we urge that an evaluation of their appointment be conducted, including removal from the position,” he asserted.

However, the alleged political affiliation reported by the Jakarta Youth Coalition cannot yet be declared a violation without proper investigation and evidence.

Requesting the Provincial Government to Disclose Verification Results

The Jakarta Youth Coalition is also pushing the Jakarta Provincial Government to provide an explanation regarding the selection mechanism and the legal basis for the appointment of DTKJ members for the 2026–2029 term.

According to Deres, this step is important so that the public can be assured that all stages of the selection process were carried out in accordance with regulations.

He believes that information transparency is not only related to administrative processes but is also part of efforts to maintain public trust in public institutions.

“We must not allow public doubt to arise regarding the independence of an institution that is supposed to be a space for representing the interests of transport users,” he said.

Deres added that the investigation into the alleged violation of membership requirements must be based on documents and evidence that can be accounted for.

The Jakarta Youth Coalition emphasized that the request for an evaluation is not intended to judge anyone before an investigation takes place.

Instead, the organization views public oversight as part of efforts to ensure that governance remains transparent and accountable.

Importance of DTKJ Independence

The DTKJ is an independent institution that functions as a consultation and coordination forum between the public and the Jakarta Provincial Government in the implementation of transportation.

The institution is tasked with gathering public aspirations and providing input and considerations regarding regional transport policies.

Jakarta Governor Pramono Anung previously inaugurated 17 DTKJ members for the 2026–2029 term at Jakarta City Hall on 3 July 2026. In the leadership structure for that term, Ahmad Rijal is listed as serving as secretary.

The Jakarta Youth Coalition hopes that Governor Pramono Anung and relevant agencies can provide clarification on the issues they have highlighted.

Deres also requested that the government take action in accordance with regulations if the investigation results show a violation of membership requirements.

For the Jakarta Youth Coalition, certainty regarding the selection process is essential so that the DTKJ can continue to perform its functions professionally, independently, and with a focus on the interests of public transport users.
