SURABAYA, JurnalPost.com — Dr. Bangun Cahyo Utomo, M.Epid., an alumnus of the Faculty of Public Health at Universitas Airlangga (FKM UNAIR), has been entrusted with the role of Acting Director of Human Resources, Education, and Research at the IKN Central General Hospital (RSUP IKN).
Bangun, who earned his Master of Epidemiology from FKM UNAIR in 2018, began his duties on 24 July 2026. In addition to his responsibilities at RSUP IKN, he currently serves as the Head of the Balikpapan Health Quarantine Center (BKK).
This appointment is part of the organizational strengthening of RSUP IKN as it prepares to expand healthcare services in the Nusantara Capital City region.
Prior to his assignment at RSUP IKN, Bangun gained extensive experience in health emergency response and the management of health institutions.
During the COVID-19 pandemic, he served as the spokesperson for the COVID-19 Task Force in the Bangka Belitung Islands Province and as the Chair of the Oxygen Task Force team for the region.
For his public communication efforts during the pandemic, Bangun received an award from the Indonesian Television Journalists Association (IJTI).
He was also entrusted with the role of Chair of the Port Health Office Transformation Champion Team under the Directorate General of Disease Prevention and Control for the 2023–2025 period.
Strengthening Quarantine Services
Bangun's managerial experience continued as he led the Health Quarantine Center.

During his tenure as Head of BKK Balikpapan, the institution received an award from the Indonesian Ministry of Health as the Second Best Quarantine Service in Indonesia, presented by the Deputy Minister of Health.
Throughout his career in health quarantine, Bangun has also built strong coordination with local governments and various stakeholders.
This collaboration resulted in support such as a land grant from the Bangka Belitung Islands Provincial Government for the construction of the BKK headquarters during the COVID-19 pandemic.
In addition to land, the institution he led also received support in the form of vector control vehicles equipped with PCR testing facilities to bolster health risk surveillance and control activities.
Promoting Digitalization at BKK Balikpapan
While leading BKK Class I Balikpapan, Bangun promoted the digitalization of various services to improve recording effectiveness, transparency, and data utilization.
Several innovations developed include: Register Online, an integrated electronic recording system for health risk surveillance and BKK services.
Another innovation is Pentas Magis, a digital service facilitating permit applications for the shipment of infectious samples, biological materials, and Dangerous Goods (DG) in collaboration with PT Angkasa Pura.
BKK Balikpapan also developed Action Cam, which utilizes cameras during vessel inspections to support documentation and transparency in document issuance.
Meanwhile, through the PPID Portal, the public has centralized access to public information services.
Digitalization was also applied to ship inspections via SiPeKa, used for recording inspection results and accelerating the issuance of SSCEC/SSCC and COP documents.
Another innovation, Sitokin, is used to monitor the availability of International Certificates of Vaccination (ICV), E-ICV, and international travel vaccines more efficiently.
Establishing a Learning Center at RSUP IKN
After being appointed as Acting Director of HR, Education, and Research at RSUP IKN, Bangun began developing a capacity-building program for staff through the establishment of a Learning Center.
This facility currently serves as a hub for in-house training for both medical and non-medical personnel.
Under the system he developed, staff who have completed training outside the hospital are encouraged to share their acquired knowledge with their colleagues.
This approach ensures that knowledge transfer is not limited to the individual who attended the training but is utilized more broadly across the hospital environment.
Bangun is also involved in drafting the legal aspects and systems required for RSUP IKN to evolve into an education and training institution.
This development is part of a long-term plan to strengthen RSUP IKN's position as a center for health education and training in the Nusantara Capital City region.
Epidemiological Foundation
Bangun's background as a Master of Epidemiology graduate from FKM UNAIR serves as a key asset in managing HR development, education, research, and health service administration.
Epidemiological science is closely linked to using data to understand health issues, determine priorities, and formulate policies and interventions based on community needs.
The combination of his experience in epidemiology, health emergency response, quarantine, and institutional management is now being applied to his duties in developing RSUP IKN.
Bangun is an alumnus of the S2 Epidemiology Program at FKM Universitas Airlangga, graduating in 2018.
